Technical Achievements
Joining forces in the technical domain
FABEC technical initiatives are driven by a clear strategy to materialize the benefits of technical convergence on the long run as well as on short notice. This combined strategy is closely aligned with the FABEC operational roadmap.
Converging Systems
The roadmap tabling the convergence of the technical services, technical processes and the technical infrastructure of the FABEC partners for ATS, CNS and AIS, in order to maximize civil and military FABEC commonality as soon as possible. This includes the standardization of ATS systems supported by a common product management, the creation of common FABEC CNS Services based on a business model and a common lifecycle management, from specification, procurement, training, maintenance (including certification and a common monitoring function) up to and including decommissioning of systems. Due to the broad scope of this long-term strategy a valid base of information about the current infrastructure and the future requirements has being build up. This data enables the FABEC partners to pursue their common work to the maximum extent in the FABEC-framework.
Concrete results visible
Besides this long-term approach FABEC started already to deliver First Benefits in the short to medium term such as common specifications, common programs or common technical training initiatives. These initiatives are aiming to improve cost effectiveness, but they are also used to learn from the partners involved.
In an initial step FABEC launched for specific domains – identified during the Feasibility Study phase – Task Forces. Especially the work on On-Line Data Interchange (OLDI), Voice Communications Systems (VCS), Air Ground Data Link (AGDL), and FABEC Ip Network (FINE) has let to concrete results. During the last months first deliverables were brought to the table. First implementations of OLDI-packages to optimize arrival management procedures are already finalised, further steps to support the dialogue between control centres are foreseen in the course of 2011/2. In spring 2010 a formal FABEC AGDLconsortium agreement was signed. Based on the planning made a decision for an AGDL service provider is planned to be taken in the course of the first quarter 2011. The whole procurement process is based on a FABEC-specification. With regard to VCS, common FABEC-specifications were endorsed by the 7 ANSPs. Based on these common specifications, two ANSPs decided (DSNA and Maastricht UAC) to proceed with a common procurement for their new VCS system. Fielding of the new system is foreseen in the course of 2013.
The task force FABEC IP Network (Fine) is developing a Master Plan by end 2011, to define, develop, deploy and operate an IP network to fulfil the requirements for voice and data communication inside the FABEC area.
CNS Business Case
Beside this a FABEC CNS working group has started its work aiming to deliver a business plan by the end of 2011. The task of this group is to develop FABEC CNS Services aiming for a cost reduction of 20 per cent. FABEC CNS Services should be based on standardized CNS Systems across all FABEC ANSPs. Starting from the current situation and plans of the CNS systems and services (including their organisational structures) in each FABEC ANSP, the WG will study at which point in time FABEC partners can have a harmonized CNS system infrastructure. The approach is to consider not just the replacement of individual sub-systems, but the transition from the current situation to the target situation and to make recommendations for the interoperability and performance of the system as a whole during the complete lifecycle.
