Operations
FABEC is to be operated based on one operational concept. A seamless airspace shall be implemented, together with seamless services provided under a common FABEC operational governance or entity.
A common concept on cross-border airspace design, management and use shall be ensured through appropriate governance structures. It must be based on civil-military cooperation in airspace design, management and operation in order to achieve the capacity, flight efficiency and military mission effectiveness targets.
Air traffic flows to/from major airports and military exercise areas shall be optimised, relying, inter alia, on a common traffic flow and capacity management function, offering a global vision of the system and interfacing with CFMU and the users.
A common safety management system (SMS) shall be implemented and a common SMS function or unit shall be established. Safety assessments shall follow one agreed methodology and a FABEC safety case has to be produced and approved.
