FABEC ATFCM/ASM
Based on the recommendation given in the Feasibility Study Report, FABEC launched an ATFCM/ASM Task Force. Its tasks were divided in three initial packages:
- An detailed analysis of ATFCM/ASM procedures and organisations in the FABEC Area (May 2009).
- The planning, execution and analysis of an ATFCM field which was conducted in November 2009.
- An evaluation of different models and strategies to develop and implement a common FABEC ATFCM/ASM function as recommended in the Feasibility Study Report which will be finalized in due time.
The Task Force was guided by two initial principles:
- The idea, that a couple of defined decisions/ improvements have to be made on FABEC level and can only be made there.
- The opportunity to bring ATFCM and ASM closer together.
Bearing this in mind, it was right from the beginning obvious, that a FABEC ATFCM/ASM function will and can neither substitute the CFMU tasks nor the responsibilities within the ACCs. A FABEC ATFCM/ASM function shall not create an additional layer of coordination. But a better usage of airspace in the FABEC area will depend on a better management of this airspace - civil and military. Initial work focussed on strategic and pre-tactical phases.
